Cyber Cafe Licensing In Pune

These days Pune Police are very keen on Cyber Cafe Licensing. But Cafe
owners are very much upset with behavior of Police. The documents asked
by Police to get license include NOC from 'Building & Control'
department & Health Department. Cafe owners do not understand why
NOC from Health department is asked. Because Cyber Cafe is nor a hotel,
neither any eatables are served over there.
Police says terrorists  are using Cyber Cafes for communication n thus
Cafe should maintain customer data. This is valid till some extend, but
yet Police has not answered two questions:
1. How will they track if some terrorists are using Wi-Fi internet access (USB devices provided by some ISPs these days), Mobile internet etc.
2. When all Cyber Cafes (even Game centers )are closed, why Reliance Web World & Zapak are running?
